Bank-e- Millie Afghan (BMA) was the first financial institution established in Afghanistan in 1933. Similarly, it was the first financial institution established in a public private partnership set up with 72 percent share held by private sector. As a first bank in Afghanistan, BMA introduced formal banking services to the people and government of Islamic Republic of Afghanistan. In 1976, it was fully nationalized by the government of Afghanistan. Since its establishment, BMA is a leading banking in providing modern and secure banking services. Securing depositors' funds is the top priority of the bank. At the same time, the bank is contributing considerably to the development of manufacturing, agriculture, services, and international trade in the country. BMA is operating based on strong corporate governance principles, financial risk management and strict compliance to keep its credibility and trust. The deputy CIA will responsible to assist the CIA on department routine activities, as well as assist on preparation of annual working plan, review of audit manual, audit charter and other working papers.
The deputy chief internal auditor will supervise and monitor the audit team to carry the auditing process according to the audit department annual plan and provide necessary support to audit teams while conducting auditing, arrange meeting with audit teams before engagement of audit and inform the CIA from the progress of the audit report.
The deputy CIA will have the following responsibilities:
Development of annual audit working plan.
Closely monitor the annual working plan with audit teams and report any delay to CIA.
Support the CIA for the achievement of the department annual working plan.
Implementation of the approval annual audit plan, as well as any special audits assigned by CEO or audit committee.
Supervision and monitoring of audit teams.
Actively participate in the audits,
Preparing periodic progress report to CIA before submission to Audit committee.
To check and finalize audit reports before submission for the CIA signature,
Assisting in the inspection of fraudulent activities within the departments/offices of BMA and communicate the results thereof with CIA
Discuss and review of audit working papers (audit checklist, format) with audit teams and submit to CIA for further amendments and final approval.
Lead and direct the audit teams and staff for improvements of daily performances of the audit working procedure.
Any other work assigned by CIA; and
Acting as CIA in the absence of CIA.
Bachelor's or Master's degree in Accounting, Finance, Business Administration or other business related field;
Professional certification, such as CIA/ CBA/ CPA/ CISA/ ACCA is desirable;
Professional Audit Certification is highly desirable
4-6 years of progressively responsible experience in public accounting firm or in internal audit at a financial institution;
Have senior Dy. Chief Internal Audit Experience and qualified with a solid track record of delivering quality audit services within audit firm;
Experience auditing operating systems, databases, networks and other technological areas.
Knowledge, Skills, and Abilities;
In depth Knowledge of Financial and operations audit;
Strong knowledge of standard audit practices and ability to apply them;
Ability to develop a comprehensive internal audit program for a bank;
Excellent analytical skills and attention to details;
Extensive knowledge of financial institution policies and procedures;
Good risk management skills and experience;
Must have a thorough understanding of the Afghan banking law and regulations;
Excellent oral and written communication skills;
Have high ethical standards and integrity in both their personal and professional dealings;
Proficiency in spoken and written English.
